    • Your debit card and PIN are the keys to your account(s). Never disclose your PIN to anyone or you could be liable for losses. You are the only person who should know it

    Let s suppose that your credit card payments are far behind. You are not using the accounts, and you are managing to pay enough to prevent getting hit with charges associated with poor credit. You have talked with your creditors and everything is made good. None of this will bolster your credit score towards the positive. It may make it seem like the best thing to do is wait the seven years for the credit report to refresh. However, trying to play the waiting game and hoping delinquent accounts to fall off the report is in general a bad idea. Credit scores tend to go down much more easily than go up, and all of this take place on longer time frames, meaning that patience is very important. All of that said, it is important to pay off all debts as quickly as you possibly can.

    It is always the more favorable option to repay your debts than to wait things out. Being tempted to save and wait things out may seem like a good course of action, but when it comes to making a large purchase, such as for a car or house, debts that are not paid will disqualify you. Paying your debt late, even if the accounts are sent to collection agencies, will still demonstrate that you are going to pay off the mortgage, and is much better than not having paid off a debt.

    Another thing to consider is the pain it will be once the decision is made to default permanently on the debts you owe. This makes you a target for property liens, bill collectors, lawsuits and so on. This could lead to loss of property and having your paycheck garnished. It is much better to pay off the debt that is owed, foregoing dealing with the harassment coming from collectors and the potential for litigation.

    Repayment of debts should be done for the betterment of your credit score, and doing so whilst the account is open will appear much better to the credit bureaus. On-time payments account for more than a third of your credit score. the model for credit that is used by the most lenders. It is for this reason that payments made on time will greatly benefit you credit score. Trying ones best to make the full monthly payment will have nothing but positive results with your credit score.

    The bottom line is that you entered an agreement to pay off your debt according to a schedule. Not following this schedule gives the lender the ability to report to the credit bureau and worse, take repayment from wages and property. If you have to miss a payment, then miss the payment but pay what you can when you can. Some people will let their debt sit and go on forever, and in seven years time they get off without the bad mark on their report. You will have to wait the same time to get the same result, but you will not risk property in the progress, and obtaining mortgages and loans down the road will be much easier for you.

    The credit report contains all of your relevant credit file information: your debt repayment history, your credit accounts, public record information, inquiries, collection items, etc. By visiting annualcreditreport.com. you can view a free copy of your report once per year from each of the three major credit bureaus–Equifax, Experian, and Transunion.

    Checking your credit report is essential because you must ensure the accuracy of the information in your credit report. This will help you discover whether your identity has been compromised or if you have been the victim of identity theft or fraud. You’ll also be able to make sure your payments have been credited properly and that no one is claiming you owe a debt that is not actually yours.

    Studies have shown that credit reports frequently contain errors. One in four reports was found to contain errors that were serious enough to affect the consumer’s creditworthiness. When you consider how many consumers the credit bureaus have to keep track of (over 200 million in the U.S. alone), it’s amazing they don’t make even more mistakes.

    4. Recipients of public assistance have the right to a free credit report.  Public assistance includes Medicare and Social Security.

    5. Fraud or identity theft victims have a right to a free credit report.  If you have been a victim of fraud or identity theft, then you have the right to order 2 free credit reports every 12 months from the credit bureaus.

    6. State law provides consumers with the right to a free credit report in addition to your right under federal law.  For example, Colorado, Georgia, Maine, Maryland, Massachusetts, New Jersey and Vermont have state laws which provide consumers with the right to order a free credit report.  In Georgia, consumers have the right to order 2 free credit reports per year.

    Once you get your reports you should check each report for errors. Under the FCRA, consumer reporting agencies are responsible for correcting inaccurate or fraudulent information on your credit report after you dispute the credit report error. In other words, credit bureaus must investigate your dispute and delete incorrect information.

    HOW DO I DISPUTE CREDIT REPORT ERRORS?

    1. Notify the credit reporting agency in writing of the information you believe is incorrect.
    2. Include copies of supporting documents, such as proof of payment or an ID Theft Affidavit .
    3. Include your contact information, name, address, and Social Security number.
    4. Mail your dispute by certified mail and request a return receipt.
    5. Keep your letter simple and clear.   Explain what information is inaccurate and why. Ask the credit reporting agency to delete the inaccurate information from your credit file.
    6. Keep a copy of the dispute letter for future reference, especially if you have to hire a FCRA lawyer.
    7. Contact a FCRA lawyer if the credit bureaus do not correct your report.  Consumers have the right to sue the credit reporting bureaus and data furnishers in federal court for violations of the FCRA.

    We get it — nobody likes squinting to read acres of fine print, but this is a pretty pathetic showing, especially given that 92% of these students were business majors. There is no way to describe these results as a success in education of financial literacy, researchers wrote.

    Revolving a boatload of debt without having any idea of how much you re paying for that privilege might seem like just another instance of collegiate flakiness, but that s no excuse, says Gail Cunningham, spokeswoman at the National Foundation for Credit Counseling. By virtue of the fact that they re in college, it indicates that they have the ability to learn these basic building blocks of financial success but are choosing not to.

    The study, Financial Literacy and Credit Cards: A Multi Campus Survey , was published in the April issue of the International Journal of Business and Social Science. It included 725 students at five different schools. When researchers broke the group down by demographics, they found that students who had taken either business law or ethics classes were more knowledgeable about credit card costs. (Researchers speculated that the ethics students may have been exposed to more news about the financial crisis that included discussion of credit cards.)

    These results should serve as a wakeup call for both our college students and our college outreach efforts into the community to train people about the costs of credit, the study s authors write. They point out that if college students, who ostensibly have enough schooling under their belt to read a credit card statement, are still clueless about the basics of such a fundamental product, there s probably even less financial literacy among less-educated Americans.

    The effects of this knowledge gap linger long past the college years. A recent survey conducted by the National Foundation for Credit Counseling asked nearly 1,200 people in what aspect of personal finance they could use the most help. A majority — 56% — selected improving my credit score, while only 5% chose understanding my credit report. Most didn t grasp that understanding your credit report and what s in it is the first, biggest and most important step toward improving your credit score.

    Cunningham says college students — especially those business majors — who manage to earn a four-year degree without knowing even the most rudimentary facts about their finances should look in the mirror when they re wondering why their credit is crummy well into adulthood.     On October 20, 2014, the Court approved a distribution of checks concerning foreign transaction fee claims made in connection with the settlements in the two related matters In re Currency Conversion Fee Antitrust Litig. and Ross, et al. v. American Express Co. et al. This is the third-and Plaintiffs’ Co-Lead Counsel anticipate final-distribution of settlement funds. (The initial distribution of checks in connection with the Currency Conversion Fee settlement was completed by mid-January 2012, and a second distribution was completed by July 2013.)

    Place the contents of your wallet on a photocopy machine, do both sides of each license, credit card, etc. You will know what you had in your wallet and all of the account numbers and phone numbers to call and cancel. Keep the photocopy in a safe place.

    We’ve all heard horror stories about fraud that’s committed using your name, address, SSN, credit, etc. Unfortunately I (the author of this piece who happens to be an attorney) have firsthand knowledge, because my wallet was stolen last month and within a week the thieve(s) ordered an expensive monthly cell phone package, applied for a VISA credit card, had a credit line approved to buy a Gateway computer, received a PIN number from DMV to change my driving record information online, and more.

    But here’s some critical information to limit the damage in case this happens to you or someone you know. As everyone always advises, cancel your credit cards immediately, but the key is having the toll free numbers and your card numbers handy so you know whom to call. Keep those where you can find them easily. File a police report immediately in the jurisdiction where it was stolen, this proves to credit providers you were diligent, and is a first step toward an investigation (if there ever is one).

    But here’s what is perhaps most important: (I never ever thought to do this). Call the three national credit-reporting organizations immediately, place a fraud alert on your name and SSN. I had never heard of doing that until advised by a bank that called to tell me an application for credit was made over the Internet in my name. The alert means any company that checks your credit knows your information was stolen and they have to contact you by phone to authorize new credit.

    By the time I was advised to do this, almost 2 weeks after the theft, all the damage had been done.

    There are records of all the credit checks initiated by the thieves’ purchases, none of which I knew about before placing the alert. Since then, no additional damage has been done, and the thieves threw my wallet away this weekend (someone turned it in). It seems to have stopped them in their tracks.

    How to Navigate the Three Credit Score System

    Each of us has three credit reports housed by the three major credit reporting agencies; Experian, Equifax and TransUnion.  And for most of us those three credit files are scoreable, as I explained last week on Mint .

    And while it’s a fact that none of us has just three credit scores, it is a fact that most lenders will make decisions using just one of our credit bureau risk scores.  That means when you apply for a credit card or an auto loan the lender is going to buy one of your three credit reports and one of your three FICO scores or, less frequently, one of your three VantageScores.  The only exception to that “one report, one loan” rule is the mortgage environment where the lender will almost always pull all three of your credit reports, all three of your FICO scores, and then base their decision on your middle score.

    How widely your scores can range

    Each of your credit scores is going to be different, primarily because the information in our credit files is never 100 percent identical.  And because of the common lending practice of only pulling one credit score, it’s almost a guarantee that lenders are going to see different numbers for us depending one which of our three credit reports they happen to purchase.

    For example, my FICO scores vary by 24 points from my highest score to my lowest.  My highest score is based on my Equifax data and my lowest is based on my TransUnion data.  This means if I applied for any loan outside of a mortgage and the lender pulled my TransUnion credit report they’d see my lowest FICO score.  If that “lowest” score fell below the lender’s risk threshold, I could be denied the loan or approved but with less advantageous terms.

    My example isn’t a good one because my scores are all pretty good so I’d likely still get approved even if the lender saw my lowest score.  But getting the lender’s best deal isn’t a slam dunk for consumers who either a) have a larger variance between their scores or b) have three marginal scores the begin with.  In fact I fielded a question two weeks ago from a guy whose highest FICO score was 748, which is very strong.  The problem is that his lowest FICO score was 658, a full 90 points off his high score.  658, as you probably already know, is not very good and is right on the borderline of being considered “subprime.”

    The gentleman had a collection on one of his credit reports that wasn’t being reported to his other two credit reports.  This isn’t a terribly uncommon scenario as reporting to all three credit bureaus isn’t mandatory under any Federal or state laws.  What this does, however, is place any consumer in a position where they’re rolling the dice each time they apply for a loan because they don’t know a) what their three scores are b) what credit report is going to be scored the highest and c) what credit report and score their lenders are going to see.

    The two examples I highlighted above (mine and the guy with the collection) are both what I would define as being bookend examples.  It’s been my experience that most consumers fall in between those bookends.  So the question is how can we ensure that we’re putting our best foot forward when we apply for loans?  Here are some things to keep in mind before you apply for a loan;

    1. You can’t force your lender to pull one credit report over another

    Lenders have what are referred to as “credit bureau preference tables” and they use those tables to decide which of your three credit reports they’re going to pull based on where you live.  Now, you CAN shop around and ask lenders what credit report they pull for consumers living in your local.  If you can find one who uses the same credit bureau where you’ve got your highest score, BINGO!  I call that “strategic shopping” and it takes shopping around for the best interest rate to a different level.

    2. You can’t bring you credit report and score with you to the lender

    Lenders will want to pull the report and score on their own so that it can be fed into their automated underwriting system.  There was also a pretty funny story about a guy in Butte, Montana a few years ago who used Photoshop to change information on his credit report.  He walked out with an auto loan but was arrested shortly after for loan fraud.

    3.  Auto dealers will likely pull your credit report and then shop your loan around to other lenders

    Those other lenders will also want to pull your credit report. This practice is very common and it can lead to lenders seeing different scores depending on where they’ve decided to buy your credit report and score.  If you know of a local lender in your area who uses the credit report where you’ve got your best score it’s not a bad idea to apply for the loan with them and “take the financing” with you to the dealership.  That’s your ace in the hole.  If they can beat that rate with another deal then take the better deal. Again, this is strategic shopping.

    4.  Shelve your credit cards for one full cycle

    The way the credit reporting system is set up the balances on your credit cards are updated only once a month and it’s based on your previous month’s statement.  If you pay your cards in full each month your credit reports are still not reflecting the $0 balance because it’s likely that you used them again during the following month.  Pay them off in full if possible and leave your cards in your wallet until you’ve closed on your new loan.  This ensures the lowest possible “utilization percentage.”  This strategy will work with all three credit reports and scores, not just one of them.

    A Credit Bureau, also known as a Credit Reporting Agency or Consumer Reporting Agency, functions as a central repository of credit and collection records, payment history and certain legal information on consumers and businesses. These records are sold to credit grantors and lenders whenever a consumer or business applies for credit. The three major U.S. credit bureaus are Equifax. Experian and TransUnion. A fourth credit bureau. Dun and Bradstreet Corp. specializes in reporting business credit information exclusively.

    Local credit bureaus first appeared in the United States around 1860 and were primarily designed to provide local merchants with a way to keep tabs on local citizens who traded in the merchant’s immediate community. Credit bureaus began to spread across the country after the end of World War I when returning soldiers began looking for money to buy homes, automobiles and consumer goods.

    As credit purchases began to replace cash as the primary currency for the purchase of big-ticket items, and the nation became more mobile, the need for national credit bureaus became apparent.

    Today’s credit bureaus store over 1 billion consumer and business records, and almost 2 billion individual credit transactions are entered into those records every month. With all of this activity there is always a chance that a credit record may contain errors. That’s why the U.S. Government passed the Fair Credit Reporting Act (FCRA) and the Fair and Accurate Credit Transactions Act of 2003 (FACTA). Both of these acts set out requirements for credit bureaus to maintain fair and accurate records, provide a way for consumers to view those records, and respond to consumer complaints of inaccuracies should they exist.

    The introduction of the Internet, and the World Wide Web in particular, gave lenders a new and profitable way to make credit-based lending decisions on-line and “instantly”. This made it possible for charge card issuers and lenders to offer credit to consumers who were willing to fill out credit applications online. Key information from the application, including the applicant’s full name, address, Social Security Number and date of birth is transmitted over the Internet to the lender’s particular credit bureau. The credit bureau’s computers look up the consumer’s record and calculate a credit score based upon certain financial criteria. If the score is above the lender’s minimum threshold, the application is instantly approved and both the lender and the borrower are notified.

    Central Air Conditioning Condenser Problem

    If your central air conditioning condenser problem is that the compressor and condenser fan won’t run, first check the thermostat and be sure it’s turned on to cool, and that the temperature setting is below the room temperature indicated on the thermostat.

    If the thermostat is correctly set to cool, and the unit won’t run; the first things I’d do to start troubleshooting this central air conditioning condenser problem would be to verify that the refrigerant pressure in the system is equivalent to ambient temperature, check the high and low pressure cut-outs, then verify that I have the correct line voltage at the condensing unit, and correct control voltage to the thermostat.

    Check the breaker, fuses, and disconnect.

    If the breaker is tripped or a fuse is blown, your central air conditioning condenser problem may be a failed motor or compressor, or a shorted or grounded wire in the unit.

    Turn off the power to the unit, and check the fan motor and compressor terminals for a grounded, shorted, or open winding, and check the wiring in the unit for burned, shorted, or grounded wires or connectors.

    If the breaker, fuses, and disconnect are ok, open the condensing unit and verify that the main supply voltage to the unit is correct.

    If it isn’t, find out why and correct it.

    If the main supply voltage is correct, verify that the control voltage to the thermostat is correct.

    If it isn’t, find out why and correct it.

    Your central air conditioner condenser problem may be a failed transformer, or a blown control voltage fuse.

    If the control voltage to the thermostat is correct, verify that it is reaching the thermostat.

    Your central air conditioning condenser problem may be a failed thermostat, or a wire in the thermostat circuit may be broken.

    If control voltage is reaching the thermostat, verify that the thermostat contacts are closing when it’s turned on to cool.

    If they’re not, you’ve found your central air conditioning condenser problem.

    If you verify that the thermostat is working correctly, turn it on to cool, and check the voltage reading at the compressor contactor.

    If you have control voltage at the compressor contactor coil, but the contactor does not energize, your central air conditioning condenser problem is a failed contactor.

    If you don’t have control voltage at the contactor coil, take a voltage reading across the safeties.

    When you find a voltage reading across a safety, you’ve found the open one.

    If the voltage monitor/phase protection safety is open, there may have been an intermittent problem, or the safety may have failed.

    If the present voltages are within the range of the safety’s settings and the safety is still open, it has failed.

    Verify whether or not it is a manual reset type safety.

    If the hi pressure safety is open, check the condenser fan and blade, check the coil to see if it’s dirty or air flow is impeded some other way, and verify that the standing pressure is correct for the refrigerant in the system.

    Measure the temperature of the condenser coil.

    The standing pressure on the high side should be equivalent to the temperature of the condensing coil.

    If it isn’t, your central air conditioning condenser problem may be that the system is contaminated with air and non condensibles, and possibly even mixed refrigerants.

    If it’s contaminated, you’ll have to correct it.

    If you’re following up on someone else’s work, you never know what you’ll find.

    If the low pressure safety is open, check the low side pressure.

    If it is above 55 psi, an automatic reset safety should have already reset and closed.

    The safety may have failed, and this might have been your central air conditioning condenser problem.

    If the oil pressure safety switch is open, check the oil level in the compressor.

    If it’s low, top it off to normal, and remember to keep an eye on the oil level when the unit runs again.

    If the oil stayed in the system for some reason, (maybe the unit was running unloaded for a long time), when it starts running at full load, the oil will come back to the compressor, and you’ll have to remove it to maintain the correct oil level in the compressor.

    Another safety to check is the compressor protection module.

    It’s usually found next to the compressor terminals

    There are several different types, and they’re designed to open the control circuit to protect the compressor from electrical failure.

    If this safety is open, find out why and correct it.

    If the contactor pulls it but the compressor doesn’t run, verify that you have the correct voltage at the compressor terminals.

    If you have the correct voltage at the compressor terminals, the external overload hasn’t failed, and the compressor won’t run, it has failed.

    If you don’t have the correct voltage at the compressor terminals, find out why and correct it.

    If your central air conditioning condenser problem is that the condenser fan motor won’t run, first, push on the blade, and see if the motor will even turn.

    If it won’t, it’s seized, and must be replaced.

    If it isn’t seized, check the control voltage on the relay that controls it.

    If there is control voltage but the relay doesn’t energize and close, it’s failed.

    If there’s no control voltage, check the control circuit.

    There may be a failed low ambient control that is keeping the fan de-energized.

    If the relay energizes, check the load side voltages and verify they are correct.

    Verify correct voltage is reaching the motor terminals.

    If the correct voltage is reaching the fan motor terminals and it won’t run, turn off power and take a resistance reading on the windings.

    The fan motor may have failed.

    If there’s a run capacitor, replace it and see if the motor will run.

    If it does, take an amp draw on both leads on the capacitor.
    You should have an amp draw on both terminals of the run capacitor.
    If not, the run capacitor is bad, or the start winding has failed.

    By the time you’ve checked all these components, if your central air conditioning condenser problem was electrical, you should have found it.

    Before you run the unit, check the evaporator coil, filter, blower, and ducting; just to verify that the system will run good when you power it up.

    It doesn t get any easier than this pasta. Right now that s what I m craving simple comfort food that s ready in minutes. What can I say, the holidays wore me out. I don t really buy into the January health craze. This is what I need right now.

    Lemon, garlic and parmesan are like the holy trinity of comfort food. These three ingredients create a perfect harmony of flavors. You really want to use higher quality ingredients since the recipe is so basic. Freshly grated parmigiano reggiano is worlds better than pre-grated parmesan cheese sold in the green tube. You ll never achieve the taste of freshly minced garlic if you try substituting garlic powder. And you always want to use fresh squeezed lemon juice. Always.

    This dinner can be on the table in less than 20 minutes. What more can you ask for? Try serving it with a light white wine (I personally love sauvignon blanc).

    Lemon Garlic Parmesan Linguine

    • 16 ounces linguine
    • cup reserved pasta water (see instructions)
    • 2 teaspoons extra virgin olive oil
    • 1-2 cloves garlic, minced
    • 2 tablespoons fresh squeezed lemon juice (approximately 1 lemon)
    • cup fresh grated parmesan cheese (plus more for garnish)
    • fresh ground black pepper
    • optional: chopped fresh parsley for garnish
    1. Prepare the linguine according to package instructions, using well salted water. Before draining, reserve ½ cup of the pasta water and set aside.
    2. While the pasta is cooking, heat the olive oil over medium low heat in a small pan. Add the minced garlic and cook for 1-2 minutes until fragrant. Remove from the heat.
    3. In a large bowl, toss together the pasta, olive oil and garlic, lemon juice, parmesan cheese and cup of the pasta water. Add the remaining pasta water if needed until the pasta is easy to stir.
    4. Divide into portions and top each serving with fresh ground pepper, extra parmesan cheese and, if using, chopped parsley.

    This is a simple dish that begs for high quality ingredients. For best results, use freshly grated parmigiano reggiano cheese, fresh squeezed lemon juice and a good quality olive oil. You’ll be able to taste the difference! I love serving this dish with white wine (my preference is sauvignon blanc).

    Section 6 – Heating and Cooling with a Heat Pump

    Factors Affecting Heating Cost Comparisons

    As stated earlier, the relative savings you can expect from running a heat pump to provide heating in your home depend on a number of factors, including:

    • The cost of electricity and other fuels in your area.
    • Where your home is located – severity of winter climate.
    • The type and the efficiency of the heat pump you are considering – whether closer to the least energy-efficient or most energy-efficient HSPF or COP.
    • How the heat pump is sized or matched to the home – the balance point below which supplementary heating is required.

    Comparison Results

    Table 2 shows estimated heating energy costs for eight different heat pumps, an electric furnace, and an oil furnace. Seven locations across Canada have been selected for the purposes of this comparison. Six of these locations are cities, while one, rural central Ontario, is a region. Each has unique electricity costs. Results in other cities in the same climate region may differ, due to variations in electricity costs.

    A range of annual energy costs is provided by region for each heating system. This accounts for variations in equipment efficiency, size of house or annual heating requirements, and the ratio of heat pump to house heat loss. According to Table 2. the lowest operating costs for all systems are found in Vancouver, which has the warmest climate. The highest operating costs for most systems are found in rural central Ontario. In all of these estimated cases, heat pump systems have lower annual heating energy costs than electric or oil furnaces. Also note that in all locations, ground water EESs have lower operating costs than closed-loop EESs.

    The comparisons shown in Table 2 include only energy costs for space heating. For some heat pumps equipped with a desuperheater, domestic water heating costs can be reduced by 25 to 50 percent. This would increase the savings and improve the payback on investment for these systems. Furthermore, there may be payback and energy savings for those heat pumps, which can be used to meet space cooling requirements.

    1. Electricity prices are residential runoff rates as of November 2003, as supplied by local utilities. Rates varied from a low of 5.16¢ per kWh in Winnipeg to a high of 8.67¢ per kWh in Toronto.
    2. Oil prices are “typical” prices from local suppliers as of November 2003. Prices varied from 38.9¢ per litre in Montréal to 50¢ per litre in Halifax.
    3. AFUE: Annual Fuel Utilization Efficiency (seasonal efficiency).
    4. Simple payback period (shown in italics) is based on heating cost savings and initial cost. The initial cost for air-source heat pump systems is the additional cost from an air conditioner to the heat pump. The initial cost for EES heat pump systems is the full installed cost of the heat pump.
    5. HVAC Advisor 2.0 software, developed by NRCan, was used for all the cost simulations.
    6. The above costs are for space heating only. EESs are commonly equipped with a desuperheater to facilitate water heating. Desuperheaters can reduce electric water heating bills by $100 to $200 per year. Adding this savings to the space heating operating savings would reduce the payback period of an EES.
    7. The cost of equipment for the payback period analysis was derived from the data of RSMeans and other sources. These costs were adjusted to reflect local costs according to the location factors supplied by RSMeans.
